19. Could you point me to some resources or online sites preferably of where I could see some excellent bilingual lesson plans for elementary age students learning English whose primary language is Spanish?

Wish I knew of such sites!!! I would invest my money in them!!!! Lesson planning cannot be done in the abstract, without knowing the specific children who will be facing the teacher as he/she teaches. However, there are very wonderful techniques and strategies that teachers can use as they prepare their very own lesson plans or modify pre written commercial plans. I would like to send to you lesson plans prepared by master's degree candidates who were taking a class with me at San Diego State University. These lesson plans address and fully integrate the four components required by law in California and all other states: (1) English Language Development Lessons -- "ELD" is the current way of describing "ESL." (2) Specially Designed Academic Instruction in English, or "SDAIE." (3) Primary Language Development Lessons; and (4) Multicultural/Positive Self-image Instructional Activities. An instructional program that is within legal compliance is a program that provides these four components to all "English Learners," whether their primary language background is Spanish or another language.

Once a lesson is planned taking into account these four integrated instructional components, then there are teacher performance indicators that help provide the most effective instructional strategies and methods to promote academic achievement. The Center for Research on Education, Diversity and Excellence, or "CREDE," a research center at the university of California, Santa Cruz, has proposed five teacher performance indicators that help promote high academic achievement in at-risk students. These are:

  1. Teacher and students producing together;
  2. Developing the language across the curriculum;
  3. Making meaning -- connecting learning to students' lives;
  4. Teaching high order thinking skills; and
  5. Teaching through conversation.
